Pensacola News Journal:
“Public defender cleans house”

Public Defender James Owens, who took office this morning, has fired thirteen employees from the office’s Pensacola division.

“I was told when I became public defender, don’t make any waves, don’t let anyone go, keep the status quo and you won’t have an opponent in four years. My plan is with my platform. We’ve got to restructure our office,” said Owens.

Morgan, Owens take office

At this hour David Morgan has been sworn in as Escambia County Sheriff; a ceremony was held this morning at 9:00 AM in the chambers of the Escambia County Commission.

James Owens has also taken office as the Public Defender of the First Judicial Circuit Court of Florida. Mr. Owens, of course, replaces Jack Behr, who has served since 1976; Mr. Owens is widely expected to make sweeping changes to the public defender’s office, including possible layoffs.
