PPD disciplinary report on Officer Ard
Progressive Pensacola has obtained a copy of the disciplinary report generated as a result of the Pensacola Police Department’s internal investigation into the conduct of Officer Jerald Ard in the October 2009 death of 17-year-old Victor Steen. Officer Ard struck and killed Mr. Steen with his patrol vehicle while attempting to stop the teenager.
In the report, Officer Ard’s supervisor, Captain Jay Worley, notes that Officer Ard violated General Order U-2, the Department’s vehicle pursuit policy:
After reviewing the video evidence in this incident, I believe that the pursuit did expose the subject to unreasonable risk of harm or injury. At times in the pursuit, Officer Ard drove his cruiser so close to the suspect’s bike that it would have been difficult if not impossible for him to stop if the suspect fell from the bike. I also found it disturbing that Officer Ard attempted to tase the suspect on a bike as he rode next to him. If this action would have been successful, it is very possible that the suspect would have sustained serious injuries from the fall.
Captain Worley also takes issue with Officer Ard’s decision to drive in the oncoming lane of traffic. General Order U-2 specifically prohibits using an oncoming lane of traffic during a pursuit.
During the pursuit, Officer Ard drove his vehicle while using an oncoming lane of traffic. During this time, traffic was extremely light; however, during the pursuit, Officer Ard did pass an oncoming vehicle while he was utilizing an oncoming lane. Officer Ard was also driving in an oncoming lane of traffic when he fired his taser at the suspect.

No that’s what Mayor Mike did to Ed Spears when he “forgot” about the required economic viability study.
Well now I feel like an asshole for speaking for the cop. It was my understanding that these were not policy of the PPD, and I apologize for my previous comments on this blog in the different articles. Thankyou Derek for releasing this, I had no idea.

On March 4, I posted what I had seen as a citizen after watching the Video:
I challenge you to count how many times this out of control officer endangered the life of the public whom he is supposed to protect! Several times a death could of occurred during his reckless chasing of a citizen on a bicycle.
1. At 2:17 of video he crosses the road into on coming traffic!
2. At 2:36 he veers off the road and drives through the grass!
3. At 2:49 he decides to run a red light to pursue a bicycle!
4. At 3:01 he swerves across the sidewalk, almost hits a telephone pole!
5. At 3:16 he against policy procedures fires the tazer from the moving cruiser!
Its very clear that because of this officers radical actions someone was going to die or at the very least be seriously injured in his zealous pursuit of the suspicious “black” person on a bicycle. Just ask yourself what really did this citizen do to make this officer want him captured so bad as to go to all the dangerous extremes he performed during his duty to protect US?
Where are all of the naysayers now? Why is this Officer still employed? Its to bad Florida has a law not allowing someone to sue and win their home. If a person can disregard human life and kill citizens with no penal punishment nor loss of that same job, they should atleast be left homeless. How can one even want to continue to live in that same community that they would have to work for?

Anyone else would be in jail on murder charges. But since he is employed by the police department, a slap on the wrist and maybe a press conference saying “my bad” is all that’s necessary.
Ard has been found guilty of violating Police Dept policies by his superiors. After watching the dashboard videos there was no indication or probable cause to believe that the teen had committed a crime. There is no need to obey an unlawful demand from any police officer. If criminal charges are not file against Ard I would hope that Steen’s family seek legal advise regarding a wrongful death civil case against Ard and the Pensacola Police Dept.

I say put the officer and judge on a tandem bike and have them race away from the family memebers as they race to try to tazer them. And them run them down like the POS that they are. The officer should be charged with FIRST DEGREE MURDER!! It’s clear that he took this chase personal. Why else would an officer be so wreckless in pursuing a kid on a bike and try to taser him at the same time. I’m sure if he gets charged he will only get criminal neglegence and serve the minimum. Justice has not been served. People need to contact their state representatives and have this officer charged to the fullest and have the judge removed from his position. They seem to forget that NO ONE IS ABOVE THE LAW!!! NOBODY! And they are put there to SERVE AND PROTECT! Not to run down innocent people and plant guns. I say have the officer have the same fate as this child did. POS= Piece of EXCREMENT!! I saw to the family. SUE the officer, county, city, state until they bring justice for this boy. And if they want to protect a lying,murdering POS cop, then let them pay up. This just isn’t right and it is happening everywhere everyday. WAKE UP PEOPLE!!! The police and judges are not your friends. They don’t work for you anymore, They work for the criminals in political positions to do their dirty work. Learn your rights and exercise them. It’s the only way we will able to live free.
