Wasn't Hall meeting in City Hall attempting to broker a deal with Valentino? Wasn't Hall the councilmember that pushed for Charter "review" and we subsequently were handed a new form of government? Why wasn't there a review of the Charter and a final report of recommendations made according to the instructions? There were no instructions to the citizens committee to draft a new form of government. When one citizen dared to question the process Sam Hall cried character asassination.
